The purpose of this Act is to establish law prohibiting domestic abuse by or against any Tribal member within the jurisdiction of the Ho-Chunk Nation and to delegate to the Nation&rsquos Departments of Justice and Social Services the power to create and implement the administrative rules and procedures needed to enforce this Act. This Act shall be liberally construed to affect the purpose and scope stated above and shall be interpreted to comport with the customs and traditions of the HoChunk Nation. If tribal law, customs and traditions are inconclusive in any matter arising under this Act, then federal law and, as a last resort, the law of the State of Wisconsin may be used for guidance. 4.
