A person commits threatening by threatening to commit any violent crime with the intent to:

 

A. terrify or intimidate another person

 

B. cause evacuation of a building or any other place of assembly or

 

C. cause serious public inconvenience. A person committing threatening is guilty of an offense, unless it is committed in retaliation for reporting criminal activity or being involved in an organization, other than a law enforcement agency, that is established for the purpose of reporting criminal activity, in which case it is a serious offense.
